China Plans To Further Optimize Business Environment From Six Aspects

 Recently, the general office of the State Council of China issued the implementation opinions on further optimizing the business environment and better serving market entities (hereinafter referred to as the opinions).
In order to take more reform measures to crack down on the blocking points and pain points in the production and operation of enterprises, strengthen the service for market entities, and accelerate the creation of a market-oriented, legal and international business environment, the opinions put forward six policy measures.
One is to continuously improve the convenience of investment and construction. Optimize the pre approval process of reengineering investment projects, implement a set of materials prepared by project units, and uniformly accept, evaluate, approve and feedback uniformly by government departments. We will accelerate the online approval of the whole process of engineering construction projects. Further promote the "integration of multiple plans", unify the technical standards and rules of Surveying and mapping, and realize the sharing and mutual recognition of Surveying and mapping results.
The second is to further simplify the approval and conditions for production and operation of enterprises. We should lower the threshold of market access and clean up unreasonable access conditions in education, medical care, sports and other fields. We will streamline and optimize the management measures for the production and circulation of industrial products, and transfer the administrative authority of the production license of industrial products to the provincial level within the year. We will reduce the operating costs of small and micro enterprises, support local governments to carry out the reform of "one license and multiple access", encourage and guide platform enterprises to reduce Commission and bar code payment fees.
Third, optimize the business environment of foreign trade enterprises. We should improve the efficiency of import and export customs clearance, carry out "declaration in advance", and optimize the customs clearance mode of "two-step declaration". In principle, the import and export supervision certificate shall be accepted by "single window". We will further reduce restrictions on investment and operation of foreign-funded foreign trade enterprises, support the transfer of export products to domestic sales, and authorize cities at prefecture level and above to carry out registration of foreign-funded enterprises.
Fourth, further reduce the threshold of employment and entrepreneurship. Optimize the working conditions of freight drivers, veterinarians and other industries. By the end of June next year, we will be able to verify the professional titles and promote the flow of talents. We will improve the inclusion and prudential supervision of new formats, further expand the scope of Internet diagnosis and treatment, and reduce the application conditions for surveying and mapping qualification of navigation electronic map making. Increase the supply of application scenarios for new formats such as intelligent connected vehicles.
Fifth, improve the service quality and efficiency of enterprises. We will facilitate the establishment and operation of enterprises, and relax the restrictions on the registration and operation places of small and micro enterprises and individual businesses. We will improve the level of tax service, and basically implement online handling of major tax related matters within the year. Further improve the efficiency of trademark registration. We will optimize the financing services of chattel guarantee.
Sixth, improve the long-term mechanism of optimizing business environment. Establish and improve the policy evaluation system focusing on the implementation effect. We will establish a normalized communication mechanism between government and enterprises, and accelerate the establishment of a "one network" for business environment appeal acceptance and hierarchical handling. We should pay close attention to the implementation of preferential policies for enterprises, and implement the preferential policies of "enjoying without applying".
