First, strengthen anti epidemic cooperation and build a health community. It is necessary to strengthen the joint prevention and control of various countries and safeguard regional and global public health security. We should support the World Health Organization in playing a key leading role, oppose politicizing and labeling the epidemic situation, and jointly resist the "political virus". China proposes to set up a hotline for CDCs of Member States and is willing to actively consider the vaccine demand of the organization's countries.
Second, maintain security and stability and build a security community. We should follow the concept of common, comprehensive, cooperative and sustainable security, and effectively deal with all kinds of threats and challenges. We will firmly support the countries concerned to steadily push forward major domestic political agendas in accordance with the law, firmly support all countries in maintaining political security and social stability, and resolutely oppose external forces interfering in the internal affairs of Member States under any pretext. We should persist in resolving contradictions and differences through dialogue and consultation. We will strictly prevent the "three forces" from creating chaos through epidemic diseases, and improve the level of law enforcement and security cooperation among Member States. All parties are welcome to participate in the global data security initiative launched by China.
Third, deepen practical cooperation and build a development community. The one belt, one road initiative should be further developed to further develop the regional economic cooperation and develop regional economic cycles, so as to accelerate the resumption of work and production. We will expand mutual investment and strengthen cooperation in digital economy, e-commerce, artificial intelligence, and smart city. China will hold the China Shanghai Cooperation Organization digital economy industry forum in Chongqing next year. We will jointly implement more livelihood projects. China supports the establishment of the SCO Joint Working Group on poverty reduction.
Fourth, promote people to people communication and build a humanistic community. We should promote mutual learning among civilizations and support exchanges and cooperation in education, culture, tourism, sports, media, women and other fields. China will hold the Shanghai Cooperation Organization non governmental friendship forum next year to provide 600 youth exchange places for all parties in the next three years.
